It depicts the winged god Assur above a stylized tree of life flanked by two kings (or priests) and apkallu figures, wearing fish cloths. According to mythology, the apkallu demigods were sent after the deluge to rebuilt humanity and show kings and priests how to worship the gods again (seen here in similar seal imprint).
